Taiwan High-Tech Facility Association grew from the High-Tech Facility Committee, which was officially founded on Oct. 3, 2013 with participation from 45 wafer foundries, semiconductor manufacturing equipment and material suppliers, construction engineering and academic research units, represented by 64 people from different companies. The SEMI Taiwan High-Tech Facility Committee is described as the first SEMI committee in the world related to fab system technology, with a mission to bring together academia, SEMI, high-tech manufacturers, architects, design consultants, constructors, and facility operation and maintenance experts. That collaboration is intended to strengthen the capabilities of Taiwan manufacturers, support participation in international technical standards, promote development of Taiwan high-tech industries, and reinforce the technical foundation for continuing research and development. With support from SEMI Taiwan, core members of the committee jointly applied to establish Taiwan High-Tech Facility Association through Taiwan’s Ministry of the Interior, and the association held its inauguration celebration in Hsinchu, Taiwan on December 17, 2021. As of March 2026, Taiwan High-Tech Facility Association states that it has 207 group members. The association’s purpose is to integrate domestic and international high-tech facility resources, strengthen the competitiveness of Taiwan’s high-tech facility industry, advance key facility technologies through industry-academia cooperation, and promote industrial technical standards. Its stated tasks include integrating relevant plant-facility resources, improving the competitiveness of high-tech industries, advancing key plant-facility technologies through mutual cooperation, and formulating standards intended to improve fab facilities. The association also frames semiconductor high-tech fab design-build capability as important to the future development and competitiveness of high-tech industries, linking facility technology improvement with international competitiveness and sustainable strength. Through this structure, Taiwan High-Tech Facility Association serves as a platform for high-tech facility industry-academia research exchange and cooperation among facility owners, suppliers, engineering specialists and researchers. The association was established to continue advancing high-tech facility technology in a continuous and diverse manner while integrating resources across industry and academia.

A featured topic presented by Taiwan High-Tech Facility Association is the use of AI to accelerate the future development of high-tech facilities, including smart operations based on AI-driven facility operation and predictive maintenance. The association’s Workshop of Net-Zero Solutions for High-Tech Facility is framed around specific approaches to net-zero carbon reduction for high-tech factories rather than as a proprietary product portfolio. The workshop topics include energy-saving technology for factory facilities, low-carbon buildings, smart grid, green energy technology, circular-economy technology and material innovation, renewable energy, and heat-energy recovery. The workshop was co-organized with the Southern Taiwan Science Park Bureau of the National Science and Technology Council and brought high-tech manufacturing perspectives into discussion of facility energy saving and carbon reduction. Together, the AI-driven operations topic and the net-zero workshop agenda present the association’s role as a forum for sharing facility R&D themes, operational practices, energy technologies, materials innovation and cross-sector technical exchange for high-tech factories.
