The Promotion Program for Compound Semiconductor and Component Materials focuses on helping Taiwan’s compound-semiconductor industry advance key material technologies and localization, develop self-reliant material technologies and build a local materials supply chain. The program is intended to strengthen Taiwan’s competitiveness in compound-semiconductor materials by helping domestic material manufacturers develop technologies and local supply capability. Its Chinese program description adds support for domestic companies developing compound-semiconductor substrates and process materials, components and modular peripheral materials, together with technology upgrading, production optimization, problem diagnosis and problem solving. The compound-semiconductor materials work also includes material-technology evaluation, development of independent technologies, a material-verification technology platform that connects upstream and downstream companies, and analysis of material technologies and market-demand trends. The Electronics and Semiconductor Equipment Benchmarking Project responds to demand from next-generation displays, advanced substrates, AI chips, HPC chips and automotive chips by helping domestic electronics and semiconductor equipment manufacturers strengthen their own technology capabilities. The equipment project supports development of benchmark key equipment required by end customers and helps domestically developed equipment pass customer quality verification so that more manufacturing capability can be built within Taiwan’s equipment industry. It also uses a larger-company-led approach in which equipment manufacturers work with domestic precision-machining suppliers to establish a safer and more stable local supply chain and strengthen industrial resilience. The project context identifies Taiwan as a semiconductor and ICT hub and notes continuing investment in new semiconductor plants, which increases manufacturing-equipment demand alongside growth in AI, electric vehicles, high-frequency communications and low-orbit satellites. It also connects next-generation Micro LED display development with smart wearables, AR and VR glasses and electric-vehicle dashboards, and notes equipment demand from semiconductor, display and substrate industries. The project describes semiconductor front-end equipment as an area with high technical barriers and R&D costs and states that subsidies since 2021 have helped domestic companies enter supply chains of TSMC, ASE and GlobalWafers through advanced-packaging and 8-inch compound-semiconductor equipment development. Beyond equipment localization, the project includes expert consultation, carbon-footprint audits and related courses for machinery and equipment manufacturers, with low-carbon and smart-technology guidance intended to support upgrading, international supply-chain requirements and the 2050 net-zero goal. The Innovation and Development Application-Driven Semiconductor Elite Talent Project develops practical skills and hands-on experience for university students, including students at universities of science and technology, in cross-domain integration and application of semiconductor and AI-chip technologies. That talent project links academic, industrial and research resources and uses mentorship and project-based learning to cultivate industry-ready people aligned with semiconductor-industry needs.
